Why is Obama lecturing the govs about state unions being able to have collective bargaining?

Federal union employees don't get collective bargaining. If Obama, who is the head of federal workers doesn't allow collective bargaining, how can he lecture others about the same thing?|||Obama was bribed with more than 400 million dollars from the dangerous violent Union thugs|||So then I guess all your "tea party" in Congress aren't leaders either, considering they were all bought and paid for by shadow groups?

EDIT: Note this report was prepared before the DHS was created. Most recently, about 40,000 employees at the TSA were given "collective bargaining" rights, so that overall percentage is most likely higher.
